The Express Entry reform plans a CLB 6 minimum across all programs
Targeting CLB 5 because it is the current minimum for your program? Bad strategy. IRCC proposes merging all three Express Entry programs and requiring CLB 6 in listening, reading, speaking, AND writing. No exceptions.
What changes
CLB 4-5 in reading and writing will no longer be enough for skilled trades.
Federal Skilled Trades candidates would go from CLB 4 in reading/writing to CLB 6.

Why targeting the minimum is risky
Even without this reform, CLB 5 earns very few CRS points. And if the rules change between your test and your application, you will have to retake everything. Aiming for CLB 6 or 7 now protects you against that scenario.
