IRCC wants CLB 6 minimum on every single skill. Not on average.

Since April 23, IRCC has been consulting the public on a major Express Entry overhaul. Among the proposals: a mandatory CLB 6 threshold on each of the four language skills. Not an average. Each test individually. If you score CLB 8 in speaking but CLB 5 in reading, your application would be rejected.

The trap

A CLB 5 on just one skill would make your entire profile ineligible, even if the other three are at CLB 9.

Public consultation open until May 24, 2026. Rules could take effect as early as 2027.

Why this rule catches so many candidates off guard

People naturally prepare their strengths. Listening comprehension improves quickly with practice. But reading or writing often lag behind. With a per-skill threshold, that imbalance becomes an automatic disqualification.
